On December 11, 2023, during late-night hours, a team of Special Cell/Northern Range, led by Inspr. Anuj Nautiyal and Inspr. Nagender, under the supervision of Sh. Rahul Kumar Singh, ACP, Spl. Cell/NR, arrested an operative of the notorious Lawrence Bishnoi syndicate from Bawana area with one sophisticated pistol and eight live cartridges. He was on the run since December 8, 2023, following the arrest of his associates after a brief encounter in the Vasant Kunj area while they were going to open fire at a prominent Five Star Hotel on the direction of the Lawrence Bishnoi gang.
INFORMATION AND OPERATION
In its efforts to curb the activities of criminal syndicates in Delhi/NCR, the team of the Northern Range, Special Cell was continuously monitoring the movements of the Lawrence Bishnoi gang through manual and technical surveillance. During the analysis, the team identified a Haryana-based module of the notorious Lawrence Bishnoi gang involved in extortion rackets to raise funds for the syndicate. It came to light through reliable sources that the Lawrence Bishnoi gang was going to send its sharpshooters to open fire at some prominent place in Delhi to extort protection money. Consequently, a dedicated team was deployed to collect intelligence on the ground. On the basis of specific input that members of the Lawrence Bishnoi syndicate were coming to the Vasant Kunj area to execute a plan of firing at a prominent Five Star Hotel, the team laid a trap and succeeded in apprehending two sharpshooters of the gang, including a minor, after a brief encounter during the late hours of December 8, 2023. On the interrogation of arrested accused Anish @ Mokhra r/o Rohtak, Haryana, it transpired that one Mohan is a key member of this module, who provides logistic support and weapons to members of the Lawrence Bishnoi gang for the purpose of extortion and target killings. The incessant efforts of the team paid off when the police team succeeded in identifying and arresting this Delhi-based absconding member of the Lawrence Bishnoi syndicate, namely Mohan Jaiswal r/o Bawana, Delhi, on 12.11.2023 from the Bawana area with one sophisticated pistol and eight live cartridges in his possession. The Ciaz car, used for the recce of the Five Star Hotel, was also recovered from him.
PROFILE AND INTERROGATION OF ACCUSED
Accused Mohan Jaiswal was born in Samai Pur Badli (Delhi), where his father used to run a small-scale grocery shop. He has three elder brothers, all of whom are doing small businesses. He has studied up to 9th grade at DAV School, Samai Pur Badli. However, he fell into bad company after that and discontinued his studies. Due to his aggressive nature, his relationships with his family members did not last long, and finally he shifted to Bawana and started working as a property dealer. Gradually, he developed contacts with goons in the area and started giving shelter to criminals hiding from the police.
In October 2023, he was beaten up by a local goon named Bijender, resulting in multiple injuries to his person. To take revenge from Bijender, he approached the Lawrence Bishnoi syndicate through a key member of the group lodged in Punjab Jail. Thereafter, the group provided two gang members to help Mohan settle his score with Bijender, but before that, he was asked to execute a firing at a prominent Five Star Hotel located in South Delhi. The trio did recce of the hotel and the escape route and decided to execute the task of firing at the hotel on 08.12.2023. As per strategy, sharpshooters went on a motorcycle with a fake number plate for firing at the hotel, whereas Mohan kept his position in his car at a decided place on the escape route with more arms and ammunition, so that after firing, the duo could flee on the motorcycle after dumping the used weapons in the car. The recovered weapons and ammunition were arranged by gang members from Haryana.
